Established under the Cancer Prevention and Control Act (No. 15 of 2012),

The National Cancer Institute of Kenya (NCI-K) stands at the forefront of cancer prevention and control in our nation.

We are dedicated to coordinating a comprehensive health sector response to the growing cancer burden in Kenya.

Mission, Vision, and Motto

Mission: To provide leadership, oversight, and coordination of rights-centered cancer prevention and control through resource mobilization, regulation of practice, policy advisory, research, capacity building, public education, and maintaining the national cancer registry.
Vision: A World Class Authority in Cancer Prevention and Control.
Motto: Towards a Cancer-Free Nation.

Objectives and Purpose

  1. Promote public awareness about cancer causes, consequences, prevention, and control.
  2. Protect the human rights and civil liberties of individuals with cancer
  3. Combat discrimination in all its forms
  4. Ensure provision of basic health care and social services
  5. Promote safety and universal precautions in cancer treatment
  6. Address and eradicate conditions that cause and aggravate cancer spread
  7. Promote access to quality and affordable cancer diagnostic and treatment services
  8. Ensure sustainable capacity for cancer prevention and control

Our Mandate

The National Cancer Institute of Kenya is established pursuant to the cancer prevention and control act, No. 15 of 2012. The mandate of NCI as outlined in the cancer prevention and control act, No. 15 of 20121 is:
Cabinet Secretary Advisory
Advise the Cabinet Secretary on matters relating to the treatment and care of persons with cancer and to advise on the relative priorities to be given to the implementation of specific measures.
Secure the establishment of hospitals
Encourage and secure the establishment of hospitals, vocational treatment and care centres and other institutions for the welfare and treatment of persons with cancer in all counties of the Republic.
Secure provision of diagnostic, treatment, rehabilitation
Encourage and secure provision of diagnostic, treatment, rehabilitation and other medical care to persons with cancer in those institutions.
Co-ordinate cancer services
Co-ordinate services provided in Kenya for the welfare and treatment of persons with cancer and to implement programmes for vocational guidance and counseling.
Data collection and analysis
Collect, analyze and disseminate all data useful in the prevention, diagnosis and treatment of cancer.
International Collaborations
Collaborate with international institutions for the purpose of collecting for the Register and cataloging, storing and disseminating the results of cancer research undertaken in any country for the use of any person involved in cancer research in any country.
Large-scale production or distribution
Establish and support the large-scale production or distribution of specialized biological materials and other therapeutic substances for research and set standards of safety and care for persons using such materials.
Ensure data accuracy
Ensure that accurate figures of persons with cancer are obtained in the country for purposes of planning.
Avail information and technical assistance
Provide access to available information and technical assistance to all institutions, associations and organizations concerned with the welfare and treatment of persons with cancer, including those controlled and managed by the Government.
Ensure secure care of cancer patients
Encourage and secure the care of persons with cancer within their communities and social environment.
Establish and support measures
Establish and support measures that seek to eradicate conditions that cause and aggravate the spread of cancer.
Prevent discrimination
Recommend measures to prevent discrimination against persons with cancer.
Protect Cancer Patient rights and information
Generally, to carry out measures for public information on the rights of persons with cancer and the provisions of this Act.
Provision of training
Encourage and participate in the provision of training on cancer prevention and control.

Directorates

The Institute is organized in four technical directorates and Seven administrative divisions that perform diversified functions.

1. Standards and Quality Assurance

The Directorate is established pursuant to Section 34 and Section 36 of the Cancer Prevention and Control Act, No.15 of 2012, to regulate cancer prevention and control interventions to ensure ethical practice.The directorate is responsible for setting standards for quality assurance; Inspection of Cancer Management Centres to ensure compliance to the set standards ,Registration and Accreditation of the Cancer Management Centres.The directorate is also responsible for maintaining high-quality, transparent, and trustworthy research in cancer prevention and care through its ethical Review Committee

2. Prevention and Control Directorate

The Directorate is established pursuant to Section 29 (2) (3) (4) (5) (6) of the Cancer Prevention and Control Act No.15 of 2012 to promote cancer prevention and control through Information Education and Communication; coordination of cancer screening and vaccination programmes; early detection, diagnostics, treatment and rehabilitation programs of persons affected by cancer. In addition, it is responsible for capacity-building to include training, education and coordination of Fellowship programme for cancer prevention and control. It responsible for coordinating decentralized cancer prevention services in the counties through NCI-K Regional Offices.

3. Research And Data Informatics Directorate

The Directorate is established to coordinate and execute cancer research as provided for in the Cancer Prevention and Control Act of 2012. It is responsible for identifying research priorities to inform policy and practice in cancer prevention, diagnostic and treatment. It is also responsible for establishment of, The National Cancer Research Reference Centre and Conducting of Clinical Trials. It is responsible for establishment and maintenance of the National Cancer Registry for cancer surveillance and information to support policy formulation and advisory for cancer prevention and control decisions at different levels in the country. In addition, it is responsible for ensuring safety, efficacy, quality, availability , affordability and accessibility of Oncology Commodities and Technologies.

4. Strategy, Partnership And Resource Mobilization Directorate

The Directorate is responsible for overseeing strategic planning, performance management of the Institute, partnerships, resource mobilization and quality and risk management coordination.

Dr Olweny
Chair Person
Dr Olweny is an experienced healthcare, leadership, and management professional with academic qualifications in the medical, business and leadership fields and a career spanning over 25 years in the public, private, and not-for-profit health sectors.

Over the years he has been a consumer of healthcare services, delivered clinical care as an individual and institutional healthcare provider, and occupied leadership positions in health institutions, professional and other membership organizations. Consequently, he has actively engaged with the Ministry of Health, its regulatory bodies, semi-autonomous government agencies, and parastatals, and the legislative arms of the Kenyan government. This interaction has shaped his understanding of the demand and supply ends of the Kenyan Healthcare system, the organization and functions of government, and the policy and implementation shortcomings that hinder the realization of Kenya’s national health goals, policies, and development objectives.

Ms. Catherine Wachira
Registered Cancer Associations - Representative
Catherine Wachira is a legal practitioner of over 23 years standing and a passionate cancer patient rights advocate for over 10 years, pushed by the call that a unified approach to cancer control will help in the fight against cancer in Kenya. In the past six years Catherine has served as Vice-Chair and Board Chair respectively of Kenyan Network of Cancer Organizations, the national umbrella body of cancer civil society organizations active in various aspects of cancer control. Catherine’s dream is a Kenya where quality cancer treatment is accessible and affordable to every Kenyan irrespective of their financial circumstances.

Dr. Samuel Gathere
Institutions Conducting Medical Research - Representative
Dr Samuel Gathere is a Senior Clinical Research Scientist at KEMRI. He has interests in various facets of Cancer Research.He is currently the focal person of the African Cancer Caribbean Consortium (AC3) that focuses on disparity in Cancer research.He is also a trained ENT and Head and Neck Surgeon.

Prof. Walter O. Oyawa
Director General - National Commission for Science, Technology & Innovation (NACOSTI).
Prof. Walter O. Oyawa, is currently the Director General of the National Commission for Science, Technology & Innovation (NACOSTI). He is a Professor of Civil Engineering, a holder of a PhD in Civil Engineering, and a holder of Executive MBA. He is a Registered Professional Engineer, a Lead Expert-NEMA and a reviewer of several international journals.

In addition to his current position as Director General of NACOSTI, Prof. Oyawa has served in various senior leadership/management positions including having been the Principal/CEO of Multimedia University College, Deputy Commission Secretary at the Commission for University Education (CUE), pioneering Ag. Principal of the College of Engineering & Technology at JKUAT, Director of a Research Centre-SMARTEC at JKUAT, Chairman of the Department of Civil Engineering at JKUAT, Board member of several boards, among others. He is endowed with vast experience in research/scholarly work, as evidenced by; extensive publications in peer reviewed journals, several awards and research grants, keynote lectures and conference papers, and supervision of numerous postgraduate students. His research interest is in the area of sustainable construction materials and technologies.

DR Joan Paula Bor Malenya
Lead - Cancer Prevention and Early Detection Pillar at National Cancer Control Program (NCCP)
Dr Bor is a public health specialist with a special interest in non-communicable diseases (NCDs) and 15 years professional experience in the Kenyan public health sector, including over 10 years in clinical care and hospital management.

She is currently the Lead for the Cancer Prevention and Early Detection Pillar in the National Cancer Control Program (NCCP), Ministry of Health. Her role involves developing and implementing policies and programs towards the achievement of the National Cancer Control Strategy. She coordinated the development of the National Cancer Screening Guidelines in 2018 and is keen to see through the advancement of a harmonized cancer screening program nationwide. She also coordinates the National Technical Working Group on Cancer Prevention, Early Detection & Screening. Dr Bor holds a Master of Science in Global Health & Non-Communicable Diseases from University of Edinburgh.

Dr. Kenrick Ayot
Principal Secretary National Treasury - Representative
Dr. Kenrick Ayot is an economist at the National Treasury with over 15 years of experience in the field of Economic Policy and Public Finance Management. He has experience among others in forecasting both domestic and external resource inflow in the annual national budget, providing technical support to MTEF Sector Working Groups in preparation of Medium-Term Budget Proposals, developing resource mobilization policies and strategies from the developing partners. Dr. Ayot holds a PhD in Economics from the University of Cape Town and a Masters and Bachelor Degree in Economics both from the University of Nairobi.

Agnes Kalekye Nguna is an accomplished business leader with over 18 years experience driving growth and profitability in leading companies across East African region. Currently she serves as the Chief Operating Officer at the Star Newspaper in Kenya where she is in charge of providing strategic leadership and management to the Media House. Agnes also sits on various local and global boards. She is the Vice Chairperson of Media Owners Association an umbrella body drawing membership from leading media houses in the country. She sits on the supervisory board of the World Association of Newspapers (WAN - INFRA) a global organisation of the world press whose mission is to protect the rights of journalist and publishers across the world to protect independent media.

Dr. Franscisca Ongecha

Dr. Francisca A. Ongecha is a consultant psychiatrist, lecturer in the department of Psychiatry & Mental Health and Ag. Dean School of Medicine, Kenyatta University. She worked with the Ministry of Health for 12 years. She is a Fogarty International Clinical Research Fellow having spent four years engaged in clinical research through National Institutes of Health (NIH) before joining Kenyatta University. She's done extensive work in the area of substance use with UNODC spanning over 15 years. Her other areas of research/program interests are in Psychological trauma following sexual and gender based violence, chronic/terminal illness, genocide/war/disaster trauma, mental health and HIV& AIDS, Medical education, Policy and Ethics. She’s been a member of several committees including the university Ethical Review committee among other responsibilities.
